Overture international ad requirements?

what are the rules to post ads on international SE's like Yahoo Germany?

I was wondering if anyone new what the requirements were to have an ad posted on an international Yahoo site (like Yahoo Germany). Must you have a German domain to link to? or have the ad text and title to be in German?

I'm also wondering if you still have to create a seperate account to be listed in multiple countries on Overture? because it seems like they changed that requirement when I last went through the sign up pages.

Anyone know what also has recently been changed for Overture Ads?

My most recent experience (a few weeks ago) was trying to publish a german ad (german keywords, german landing page, etc) using my american account and it didn't go through. I clicked overture's german translated site and logged in with my regular pass.

OVT called me and asked me to open an account based in Germany for this.

I asked this once with Overture. They replied saying you don't have to have a German domain.

Advertisers outside of Germany can have their ads either in German or English. But the language of your ad text, your keywords and the landing page should be the same. That is to say, if you submit keywords in German, you have to write the ad text in German, and link them to a page with content in German. The same applies to English version.
