Bid updates and changes in overture

I am new to overture and I wanted to know as to how many times can a software tool like gotoast,bid rank update bids on PPCSE?

Is there any way that bids can be updates 24 hours a day? (One of my friend told me about this company called BidOptima which manages bids 24 hours a day manually.
