Why does overture allow this?

Why does overture allow affiliates of a company to bid on the affiliate link itself? If someone cannot make a web page to at least make it look different from a template, they should not get to bid on a term. Three of the same templates back to back looks stupid. Good for short term profits, bad for long term business and searching.

Any opinions on why?

It's pretty hard to police.

One would assume though, that in time, the bidding would converge in such a way that competition (or the merchant themselves) would move in and bid for the keywords directly.

i notice this with some of my bids and i don't see how the affiliate can keep up. there's no way they're getting paid enough per sale to justify what they spend on overture alone.
