It's commonly thought of to be from three reasons, depending on who you listen to.
OV's reason - they have tougher click fraud systems in place that takes longer to check clicks before you are charged.
Other reason - they don't have the systems in place to handle the sheer number of clicks they get and their system is running slow.
Other reason 2 - OV is adding a lot of features, and aren't fixing whats wrong before moving on to get more money.
It is now March 2. I've been trying to get my total spend for Feb. for 4 accounts through reports since yesterday. All I get is that the system is busy.
It's so frustrating that for a long time now Over has made no effort to speed things up. Everytime they close down on the weekends they screw something else up.
Come on guys - get your act together!
On every other PPC, I have all my montly stat reports done by the 1st-2nd, and then have to wait for OV to finish the reports. It's quite annoying.
As long as they have Y, they will be needed. When you are needed, you can afford to not play by everyone else's rules and customer support can suffer without too many negative effects.
We've just called our account manager and suspended all our terms until they get things sorted out. Since we spend well over £10,000 per month with Overture, that should help get things moving!
Every day I get the "busy" message. I may get to run one report, but then by the time I want to run another report I get the busy message again for most of the day.

Not that it'll make a difference... but, if you've got a gripe let them know. I'm sure a majority of their customers don't complain. Its the people that you find posting in places like this that do the complaining and we are a minority I'm sure.

They do acknowledge this as a serious problem and they are working on it.
Seems to me that 6 months ago or more they said the same thing.
Face it - we as advertisers are on the bottom of the totem pole at Over. It's beginning to remind me of the ridiculous problems that Sprinks used to have and could never get around to fixing.
