Overture's max bid

How do they set the max bid less then overture's default price?

We usually find other advertizer's max bid is less then the overture's default bid.
eg: on USA, its default is $0.1, but would see somebody's $0.05. Some friends know how do they setting it?

Also, How does the AU search marketing? if we do the ad on overture, would be better? some one would recommend the place to do ad?

and why overture on AU its default bid is $1.0? its too high!

Aimee - Bids under $.1 are allowed in Overture under what we call in the US a "grandfather" clause; that is, if the bids were there before the $.1 minimum went into effect, they can remain as long as they are not changed in any way. I think all bids, however, are now at least $.05, even the "grandfathered" bids.
