bidding query

May b my query is a lil stupid..but still can somebody help me with that..

Consider the situation as:

#1 : $1.00
#2 : $1.00
#3 : $0.50

Now #2 pays $0.51/click.My ques is - does #1 par $0.51 or $1.00 per click?

#1 would pay $1.00
#2 would pay $0.51
#3 would pay $0.10 (if there is not a #4)
