Looks like you have to sign up for lots of different accounts though - why can't they have an option like Google ad words where you can pick n choose your ad countries from a drop down box? From the one google control panel I can advertise worldwide and see my reports etc easily.
This is not going to be so easy using Overture on a European business - for the USA guys, it's a bit like Overture setting up in each US State and making you manage a different account for each state....
sorry for the rant I just find the Overture deal in Europe a bit of a pain!

The question for OV is just how do they compare to the competition, namely adwords?
The ease of targetinmg all countries and languages from just one account is what is the leveling rule.
I noticed that some ads will be disapproved for ALL markets by Google editors if you have a campaign that targets all markets but contains a subject that is not allowed on all markets.
There's an easy way around this , just exclude those markets in the campaign and re-submit but I don't think it's documented by G.
Agreed that it seems a missed opportunity to not allow non-english listings on overture.com though, maybe it will change as I'm sure Overture partners would like to monetise their foreign traffic as well if possible. They did allow foreign words on overture.com some years ago btw...if one got in then they are still there and grandfathered..
Another indication that they are at least open to the idea is that on for example the Dutch market you can bid on English search terms, provided the ad points to an English website.

Does that mean that AdWords is above the law?
I too find it inconvenient to need to open several accounts.
If you ask me, it gives the appearance that they are using a system that is not scalable to multiple languages.
