German PPC Engine

Does anyone of you know, if there are german PPC Engines that offer paid search results (by XML) for small sites (like searchfeed,findwhat, etc. for english sites)?

There are a lot of PPC Engines that accept small sites; but all of them require and deliver english content/results.

Now, I am looking for a PPC Engine that delivers german results like "espotting.de" but that also accepts sites with little traffic.

Adwords, Overture, Espotting, Qualigo are the ppc players on the german market. None with XML feeds that I know of.
Should there be any it would by any chance be a small, unknown to the user, grab_money_from_the_uninformed_webmaster scheme.

Is it true that the minimum bid for Qualigo is 10 Euro cents? Would love to use them, but that is out of our league :)

Could you recommend any German PPCSEs which have a lower minimum bid, such as 1 cent or 5 cents?

And how much VAT (tax) do they add on in Germany? It always annoys me that an extra 17.5% of the thousands of pounds we spend on advertising in the UK goes in tax.

We're working on thin profit margins here.

You won't believe it, but Qualigo has a minimum bidding amount of 0,2€ (= 20 EURO CENTS) (!).
That's far to much.

My Idea was to start a PPC Engine with biddings starting with 0.01€ (1 Euro cent), but therefore I need some paid listings from another PPC Engine, so that affiliates would be interested in using my engine.
