Is there a standard method of alphebitizing when using romaji (english text) and Japanese characters?

Yahoo Japan places romaji first followed by Japanese.
DMOZ usues numbers, then hiragana/katakana, then kanji, then English.
Goo seems to use no order at all, perhaps by inclusion date.

I asked a few people and got different answers.

The default ordering used on the Japanese version of Windows is:

  1. Numbers
  2. Romaji
  3. Katakana
  4. Hiragana
  5. Kanji
