My Chinese isn't that great, but I was looking through the Sina site and I found a page that appears to be explaining a new PPC system:

Yes, that is one PPC service managed by Sina itself.
Minimum 0.10 RMB Yuan per click.
I have found some companies Ads there, the ppc is well.
