Got a referral from this site, looking for some background - especially what is TOCC?

fresheye [fresheye.com] used to run its own spider, but now uses TOCC [tocc.co.jp] which is a variant of Inktomi. TOCC has never accepted submissions. It just spiders what it thinks is relevant. In some ways this reduces blatant spam, but it means they won't find you unless you have an incoming link.

fresheye is a low ranking portal now that brings little traffic for me. They used to be somewhat innovative in their searching technology, but now have migrated to a portal using third party technology. Their directory results primarily come from LookSmart. They used to have an in-house paid listing program like Yahoo where you could submit listings, but I never saw the value in it. I'm not sure if they still operate this along with the LookSmart listings.
