China nabs illegal advertisers with spam

I just saw this article [news.com.com] over on CNet and thought to myself, 'what a great idea!' The gist of it is that the Chinese have a problem with people defacing things with ad stickers that use a mobile phone number as a contact. The government then spams that number with prerecorded voice calls several times a minute making the ad essentially useless. These sticker ads are a problem in a lot of urban areas in Japan as well and it is usually a mobile phone number on the ads. I wonder if this will catch on in Asia...

It cost about 5RMB ($0.8) in china to change his mobile phone number. The punishment is hardly effective if the person switches to another number every time he's caught. This looks like another big budget government dump from the chinese local government. Well, at least the guy who implemented the system sure made a lot of money, wish i was there...
