Is "Japanese" Google reading English?

Higher PR & keyword density but no English

On our page:
content/sight_seeing/vic/melbourne/melbourne.html

we have a higher Page Rank than many other pages above us and we have a higher keyword density for "Melbourne" in Japanese.

The one thing I have noticed is we do not use "Melbourne" in English in our page at all and most of the pages above do. Could this be the key to it or have a missed something else?

whats_up_skip rage rank and keyword density alone are just a few factors Google takes into account. Could these other pages have more quality links pointed at them than your page? Maybe there are some other factors in play here. I would tend to believe that these other pages with the keyword in English were also targeting that keyword in English. I really think this may be more coincidence rather than Google adding translation to their algo.
