Is here anyone who has an offshore company?
Do you know any company who is the reliable offshore service provider?

The long answer begins with a couple of questions:
What's your initial investment capital?
What business domains are you looking at?
I have worked for an offshore company and am in the process of creating one these days as well. (It will be headquartered in Australia with an offshore base in Islamabad, Pakistan.)
Here's the bottom line: It's all about people: The person(s) who will run your offshore office. Furthermore, you will have to interact very closely with your offshore partners/employees for your company to be successful. Unfortunately, that translates to frequent visits.
Either way I strongly suggest getting your feet wet first with an offshore employee management company...it's like having a virtual offshore company of your own and is good exercise in learning the ropes. Here's one option:

Another option is to partner-up with a company that has a strong offshore presence -- in the country of your choice. This will help you to not only understand the culture/mindsets/HR trends of the nation you'd be dealing with but also help you build professional relationships in said country. That way, even if you part ways with said partner -- you could go on to build something yourself.

Gibralter, Isle of Man, Luxemburg. I think Barclays have a pretty big offshore group in Gibralter.
Further afield, Belize is a good bet for UK based people, as they have a double tax treaty with the UK I think. This "double tax treaty" is something you should look into before you start (that and making sure whatever you do is legal) because most countries do not have double tax treaties with each other. Without one, you may find that all your work is in vain, because even if you earn the money offshore (presumably in a tax haven) you are still liable for tax on the profits in your home country as I understand it, unless there is an agreement between the two countries to not double tax you on the same money.
Getting bank accounts that integrate with a merchant account is a whole new ball game though, with an offshore business I would guess.
Also... don't try and start in your own country THEN go offshore with the business - I took some legal advice on that some years back, and I am pretty sure if I had done that, I would have been in quite a lot of trouble.

St. Vincent is good for incorporation with nominee directors and bearer shares. There are no taxes, no tax information exchange treaties with any country and absolute privacy is embedded in the law. It is not possible to obtain a court order for the disclosure of confidential information for example.
Which offshore bank you choose will depend on your business requirements and account activity but beware not all banks located offshore are "offshore". An offshore bank must be specifically licensed as one under the appropriate offshore banking legislation.
Consult an expert organization before you make a move, it's easy to make an expensive mistake.
