If you use pre-written code, say actinic or oscommerce, does Google learn these technologies and set itself up to index these sites in a particular way?

The Google algorithm is applied the same to all sites, from what I can see. So some "pre-written" code can actually be problematic. For example, various types of forum software and shopping cart software, if used in its default configuration, creates indexing trouble. See, for example, our recent thread about osCommerce:
