Linkbuilding while Google sorts through it's indexing problems

what affect will this have?

Im asking this because I know that building too many links too quickly can cause problems. However, in the usual scenario google already knows your links and notes the speed at which you gain additional ones. But, with many websites currently deindexed, what will the affect be when Google reindexes all these websites, and suddenly sees a surge in the amount of links, not only from the sites that you normally received links from, but from sites that have linked to you during this problem period? Normally this could raise a flag over at G, but it would be unfair to do that once this problem is resolved, and asinine too :(

any thoughts on this?

they should relate the number increase with the number and period of visits that googlebot made to the sites involved, so this sould be no problem, or at least this is how I see it.

the question is: what is "building links quickly"? how one can know the optimal link growth rate?
