Google & Spam Penalty for Keywords?

Possible problems with google for wrong use of keywords

I know that everybody said that for Google doesn';t matter the keywords meta, but I'm still confuse if Google can use this tag for a small spam penalty.
I also have dude who can I use the keywords? I mean, using keyphrases or just keywords?

For example:
<meta name="keywords" content="kw1 kw2, kw3 kw4, kw5 kw6 />

<meta name="keywords" content="kw1, kw2, kw3, kw4, kw5, kw6 />

Anybody knows which is the best and google accepted way to put those keywords in the meta tag?

works for all engines, AFAIK

Cool! Thanks, I need to change the all website keywords.
How many kwd's?

I also have another dude, if i have a website based in
puerto rico = kw1,kw2
Should I to put always kw1, kw2... kw3, kw4?

This for every single url, just because my all website is based in puerto rico adventures, puerto rico travel... those kind of things?
