When do you add new outbound links to a new site?

I have noticed every time I change the outbound links, my 2 month old site gets dropped from google a few days later.

Is this related? I want my newest sites to be indexed by google soon as possible. Should I leave everything alone for another month? Or given my natural exuberance, is it better to get google crawling my new sites sooner?

My master site has a couple of strong inbound links, and after the PR update two months ago now scores 5/10 in the toolbar.

I am using this master site to create links to my newest sites from the portfolio page (different domain & IP).

I have also been linking to my new projects before they are fully fleshed out. I add in new pages all the time, which is probably not helping things out at all. Should I just wait until the project is fully fleshed out before linking to it?
