Is it better to create a new site or sub-domain an existing site?

Is it better to create a new website or use create a sub-domain with one of my existing sites with a page rank of 8? Example: newsite.existingsite.com or www.newsite.com

I know I will be stuck in the sandbox for a while if I make a new site, but will that also happen if I sub-domain an existing site?
