Google page rank how and why

I have a challenge for anyone to answer for me.

I have developed a number of website for clients, and a site for my own business. My site has a page rank of 1 - 3 depending on which page.

A client site I did has a page rank of 3.

I have worked long and hard on link exchanges to get my site up to 3 and my clients site has absolutely no links and very small amounts of text, but has a page rank of 3.

I am totally lost as to how this could happen and I have lost confidence in all of my knowledge on seo now.

Can anyone give me any idea on how this might of happened? help very very much appreciated
