google should have a profile page for each domain telling you if its marked ...as "bad", "ok" etc., complete with stats on indexed pages etc.
The general public could care less, I think, and it is the general public who Google serves most of all. It's only us who cares about the technical end, and Google does give us the site: operator.If they publicly posted that they've detected this and that technique, such as cloaking, wouldn't they only be giving us a better road map for influencing their search results?
And yes, certainly a different user agent can be used to detect cloaking (also a different IP would come in handy). It wouldn't even need to be a "fake" user-agent, just a manual check done by a person instead of googlebot.
