Google search in a specific country.

How does it do it?

Hi,

Let's say I go to google.co.ve, the Venezuelan page of Google. There's an option of "Search the web" or "paginas de Venezuela".
How does Google know which "pages" belong to Venezuela?
Is it by the IP of the server?
Does it look for the content and search for some clue about the country name, cities, etc?

There were many threads on this topics and seems all agree that IP and host location do matter.

Not actually the host location. I have a website hosted in my coutry but does not appear in local search results. IP address, yes. But the domain extension, .ph (philippines), .br(brazil), etc. is a sure factor.
