How to determine if site is in bad neighbourhood?

I'm wondering if someone can offer some advice as to how to figure out if the sites I'm linking to are considered "bad neighbourhood" sites.

Apart from checking if they are appearing in the SERPS are there any other ways?

I don't have much to add. Just make sure you are linking to sites that you are proud to endorse. The long-term link game today is more about quality than quantity, IMO.
