Name of algorithm - cross checking whois etc.

Name of algorithm - cross checking whois etc...

A year or so ago... there was some discussion of an algorithm that cross checked whois and or ip addresses to discover large skyscrapper and or link farm type sites... for some reason "halo" sticks out in my mind but I don't think that was the name of it... can anybody remember the discussion and or name of the algorithm?
