I've just been talking to the guy who's programming this system and it turns out I've explained it pretty badly the first time.
Basically, there are ads on the site, which all link to a single page, say advert.html?code=1234, which uses the code to redirect or refresh to the target page. Given the way Google behaves around this sort of thing we're paranoid about doing it in such a way that may - 1: hurt our site, or 2: hurt one of the target sites.
Ideally we would like to avoid javascript as we've managed to design a full e-comm site without excluding any potential users and we don't want to start now!
