Double index in google problem

Indexed with WWW and without.

Ok I think I have found out that my site is indexed with WWW and without.
When I do a "allin" search for my site with the WWW it shows 68 pages and when I do it without the WWW it shows 95 pages.
So I believe I am suffering a penalty from google for having duplicate pages. What would be my best course of action to get rid of all the pages index in google with the WWW so that I can no longer be penalized for having duplicate sites. I assume that a robot txt file? Or is there a better way. Also I dont know what text to put in the robot file to get rid of the WWW on the URL. I want to be very careful obviously not to get rid of the whole site altogether.

So my question would be this. Is there anyone from Google I can talk to about this? (I doubt it) And if not what should I do next to clear this up?
