Can people use Google's rules to eliminate their competition?

In the past Google has outright banned sites which spam (or attempt to spam) their index. Generally this is a good thing, as it keeps us webmasters honest.

But could it also serve a dual purpose? Might it be possible to get one's competitors banned from Google by spamming their links into the Google submission field and buying space for their URLs at link farms?

Just a thought... honestly I would never do such a thing but it worries me that someone could have my websites removed from a search engine.
