Biggest and most consistent Google datacenter

I want to check certain phrases to see how well they perform from one month to the next. As many of you probably know, a search at Google can produce a different number of results according to which datacenter Google decides to redirect you to. There are three points to bear in mind:

1: Which datacenter has the largest and most encompassing collection of results? I want the largest range possible to make my research more accurate.

2: As long as you go through a specific IP address instead of Google.com, does this ensure consistency from one moment to the next. Sometimes, when I search in Google, I get 50 results, and the next minute I'll get 100 (this doesn't always happen though).

3: Searching from Google.com, it's easy to select 100 results in the prefs (instead of the usual 10 per page). How can one select 100 results per page for the 'IP' datacenters? There seems to be a problem with cookies if I try.
