Can T1 provider affect google rankings?

I have seen this question asked in a few different ways before but I have not been able to find a definitive answer so I am going to try again.

Could the provider of my T1 have a negative affect on my rankings in google, or any other search engine for that matter?

I have a site that has been online nearly four years (I'll sticky anyone interested in knowing what the site is) and it receives very little traffic from google. I tried many things over the past few years to increase traffic but to no avail. Nothing I've tried seems to work. Each time traffic starts to increase it seems to drop back to nothing within a few weeks.

I run my site in my home on a T1 provided by Speakeasy and I can't help but wonder if this may have something to do with my problems. Since Speakeasy offers inexpensive DSL lines on the same network with static ip's I would think this could be a haven for spammers and it's possible the search engines may think this also and penalize a site on the Speakeasy network.

Any expert opinions, ideas, or help would be appreciated.

I originally ran my site on my home pc using a normal cable connection. I never had any problems (other than alexa STILL saying my site is slower than 98% of sites 4 years later)
When I switched to a dedicated server after 6 months or so I didn't see any increase in traffic just the normal increases due to increased backlinks and page rank.
So I imagine it would have no affect.
