Does Google Like Variety In Its Top Results?

The subject here is does google like to rank a variety of different top ten results for title tags to offer its users a choice?

Lets say a user types in a certain keyword on a product they would like to purchase. Will google display all the top search title tags that exactly match that phrase or do they like creativity in the title to offer its end users a choice?

If all competitors website's titles match exactly the search results would look rather silly wouldn't it?

That would mean all the top 10, 20, 30 or depending on the keyword, the results will look all identical, and in my opinion that does not look good and doesn't offer the end user a variety of choices.

What would be the best strategy to try and rank top 10 using a different but creative title?

How do you get to the top of the search using a unique and different title? Will it even work?
