Adding Content to Long Standing Site

Is delay still in effect?

Approximately 3 months back, I updated an older site (2001) with strong presence in its area which included adding additional relevant pages as well as tweaking the title, description and content of existing pages (including main page).

To date and through the latest update, the additional pages are nowhere to found and the updates to existing pages haven't had an impact on results in an area where it should have an obvious one.

My question is whether or not the sandbox delay might apply in this case?
