Help getting page listed

Hello, I am trying to get a page of my site listed higher in google for a specific three word phrase, but the page keeps moving up and down. I can not get it to page one or two and not sure what I can do to try to get it moved up.

Can I get some good advice as to maybe what I can try to do?
