The data center dance - why does Google do what Google does?

I asked something along these lines on the thread that's currently watching and reporting with bated breath as Google's Data Centers have served different results over the past few days .. but I think my question got lost in the shuffle of nerves as the SERPs vary.

Exactly what do we think they're doing? *I* think they are applying different variations of filters and/or algorithms at various DCs, and then a Google team looks at various results by hand and decides whether the new results are more relevant.

I would love to hear what other people with more experience watching the dance think about the procedure and the mechanics of the process.
