future of filtered sites?

What if you find the reason why your site got filtered?

I have read a lot about sites being filtered, losing ranking or disappearing due to duplicate content filter. Your site has pages which google finds as duplicate content. You change the pages or rewrite the content. Now when can you expect the site to come back where it was earlier when it got filtered? I will give you case to consider. I have a site where our link team added blank link pages to get some PR on those pages as well before they start adding links on those pages as well. Now those pages appear in supplemental results and the site is gone from results .Still has PR and backlinks. Only those few blank link pages are in supplemental results. What if we remove those blank link pages( the pages are same because they are from the same template and there is no content at the content section)? When can google consider this site as not having duplicate content anymore? I request you to please share your experiences if you have tried to get out of this filter and how much time it has taken?
