New website, with a PR5?

Ive just started a new project, on a domain name that has never had a website on it.

Registered on: 15-Mar-2004

And the domain appears to have a PR of 5

How can it be pr5 already?

I know domain which has PR6 - never had site even, just domain. And 99,99% that no links too.
