pops and target blank

I always thought of popups as something that appears without being requested. I now see the google toolbar sees target_blank as a popup and blocks by default. Given the negative ranking affect popups can have im wondering if target_blank is a problem now. For me this makes no sense, i only use it if two pages are used in conjunction, for example a map for a page about an area. Its simply another page that has been requested and now looks as though google doesnt like this.

Any experinces of this with ranking effects? Thats without the user experience effect where it looks as though a security issue is being raised to the novice user with the terrifying block symbol that appears. Yet all this is just a page opening in a new window.
