Super-saturated keywords

But it ranks higher than my for the target search term

I ran a search and found a page that was obviously a scraper site but had also been super-saturated with keywords. The words (not the real terms but just as an example) "Blue" and "Green" appeared a total of 590 times in keywords, description and other meta tags.

Yes, the page had a PR of 0 -- but for my target search term it was listed ABOVE my site which has a PR of 6.

Just wondering what you think about it.

My first thought -- this page may have some inbound anchor text from other domains that is boosting it for the search in question. Also, the page may now have PR but not yet showing on the toolbar.

Report them to Google's spam report and Yahoo's and MSN and etc.

Google recently hired people to go through their spam reports. Their "spam recognition guide for raters" is very interesting reading because it tells their raters what is an "offensive" site.
