Overcoming duplicate content by using flat HTML

I have recently had a tonne of PHP? pages dropped probably because of duplicate content.

Do people think that if you create flat HTML files with very different file names, title, H1, H2, H3 and opening two paragraphs you might get away with it? This is assuming the rest of the page has similar content to others.

Is there a tool to see how dupe your content is?

You need to look for other reasons why the php pages were dropped. If they were truly dynamic with session IDs and long URLs, they might not have been indexed in the first place. Since they were "dropped", some new algo factor could have come into play, and php would not be one of them.

It is often said that having at least 30% difference in content from the copied page is sufficient but I have not tested that.

I believe that the dup test is made on web page code with the html tags removed, so just playing with the tags may not help.
