About using outbound links to sites for higher pr.
Q.1. If there is a pagerank 0 (pr0) website in the search engines listing results on *page 1* of the results is it a good idea to use this site as link for higher pr to my site?

Q.2. Also, if use this as an outbound link, will it *help or hurt* my site since that site is in the first page results for the kws i'm targeting?

You misunderstand how PR works. You should read Macro's primer:-

It might be not recommended to give outbound link to site with PR 0, especially if the site was penalized, but if it's high in SERPS, it's very likely it's real PR is already higher and it'll show up after next PR update. If the site can bring useful content for your visitors, don't hesitate to link to it, otherwise - perhaps wait for tPR update :)
But bear in mind, outbound links don't affect your PR, they only make your site more relevant to topic of sites you link to. So linking to PR 10 google.com can't give you much benefit unless your site is about Google.
None of these five pages has any visible toolbar PR, but all five of them, each include a link to a PR 7 site. That is, the five pages link out to five different PR 7 sites.
It has been said that only PR4+ pages show up with the link: command, and none of these pages has anyhing but internal links pointing to them. Thus, I can only deduct that the outbound links has something to do with it.

It has been said long time ago and it's no longer true. Currently, link: command shows random sample of intended results. It has been confirmed by GoogleGuy, it the same thread where he confirmed that real PR is updated in real-time while toolbar PR is exported from it every 3-4 months.
Linking to highly relevant sites help your SERPs, but it has nothing to do with PR.
