Anchor Text Link Distribution

Anchor link points bound to query string?

Given two anchor links saying "blue widgets" pointing to:

www.example.com/blue-widgets.html
and
www.example.com/blue-widgets.html?a

Will that extra "?a" cause the "points" or "juice" given from the anchor links to be divided? I know PageRank will differ, but what about other ranking factors.
