When to give up on a new domain?

Is there a time where you just need to move on and start over

Out of my many sites, I have one that just can't seem to break out of sandbox/filter/whatever you want to call it. It's about 10 months old, has a lot of unique content, and not many links coming in.

The other day was the first time that the site ranked for its own site name (which shouldn't have been hard at all). I figured this was the end of the sandbox/filter/adwords booster that is put in place for new domains. However, the site has fallen back down, this time seemingly farther into the pit.

Now I'm not here to whine or complain, just wondering if there is a time you give up on a domain in Google. It has a lot of unique content, so moving it to a fresh domain is not a problem. It just seems like this domain may be in the bad box in Google's mind, and I'm not sure if it'll ever get out. I certainly don't want to waste years waiting to rank for the sites own name.

Guess I'm saying, do I give up on it, or wait it out?
