sites linking to me have better ranks then the source?

I'm trying to find out why some sites posting our news are ranking higher

By no means am I a search engine expert, I know some things but not enough to figure out this. Sorry if I overlooked soemthing in these forums but the majority of the questions being answered here seem pretty basic and for "starting up".

My problem is my ranking compared to others is quite low in the chain, to my eyes, we have the keywords, page rank of 6 and just cant figure out how to bump up a few spots in the ranks.

Here is one example;

The story listed here is listed 3rd, however their source is our site

Now we are the ones who created this story, but Google still linked it 12th on the second page of those results.

Does anyone know why my site is ranking so low for this keyword, and many others, when compared to these other tech news sites?

I do realize <the site> has a PR:8, but a different site has the same as us, a 6.

Any suggestions on the site is appreciated, maybe even compensated.
