Linking to Named Anchors - What Does Google Do With PageRank?

Does Google think its a link to the same page?

I am curious whether google sees these as the same

<a href="/widgets.php">Widgets</a>

<a href="/widgets.php#bluewidgets">Blue Widgets</a>

for the purposes of calculating pr to widgets.php in both cases? or does the named anchor muck it up in the 2nd case.
