I remember much time ago, finding a tool, besides Google Toolbar to that checked the page's rank was hard to find.
I recently discovered even newer sites, which also seems to be checking the PR from their side, i.e. their server's IP.
I know the Pagerank is not available through the Google API, so I wonder, do they have an special agreement/pemission with Google? Or it is just that Google just does not care about it?
