Is google changining the design of search pages?

I just saw a different design pages for google search result when doing an inurl of my competitors website. Has anyone noticed it?

There is a new bar on top in blue color. I was shocked whether i clciked on google images or what but it seems like it is the normal search.

Well, onece refresh, it's gone now. Testing of new design maybe.

Yes I saw an ugly blue search nav. Then when I refreshed it was gone....

Someone at work has seen it as well. Pretty ugly look if you ask me.

Do have a screenshot of it though in case we never see it again.
