<My website it well listed in google (it could always be better though) I have only every submitted my site once (ages ago). However I had a phone call from a company selling SE Optimistation and they were telling me that you should regularly resubmit your site, to get to the top of the stats. Is this correct?>
Be worry if the only thing that SEO company is offering you is to resubmit a "well listed in google" site again and again. You donīt need to. Googlebot* do the job for you free of charge :-)
Just in case you are in any doubt - Tell them to go forth and multiply.
You do not need to submit your site again to Google. In fact you dont need to submit to Google at all. If you have links to your site from other websites Google bot will find you.

If the government were ever to regulate the SEM/SEO industry they should start by punishing companies that engage in this practice of offering a completely useless service and passing it off as something that has even a sliver of importance in terms of SEO.

Here's the kicker. You do not need to submit to search engines at all, ever. They will find you, and are very efficient at doing so. Google will usually find you within a week of the first inbound link being placed on some other site that Google has already indexed.
Do make sure you submit to directories, though. Do check their submission policies first. Do not submit if your site is of the type that they say that they do not list.
