Does Google penalize a site?

I have a domain name that uses web forwarding to jump to another address (reason - no host on this domain).

Does Google not like these types of domain name?

My site appears some days and then goes again. The URL the web forwarding address jumps to is fine.

Check what kind of redirect is being used - 301 or 302?

I found that the domain host uses meta refresh for non-framed, which is how I am currently setting the site.

googles behaviour with meta refreshes can be "funny"

if you simply have the domain for the website to use as a redirect to another URL then you might want to look at services such as zoneedit.com (not sure if i am allowed to advertise them, but oh well)

they basicly take the DNS over for the domain, but the web forwarding that you get with them uses a 302 (i think it was 302, might have been a 301) - although being a free service it can be a bit unreliable and from time to time it takes a few seconds for it to load
