I don't think anyone at Google really thought they could prevent people stealing the books. If someone's determined enough, they'll find a way.

The measures in place are probably just to keep the publishers happy.

I'd expect publishers to be even further behind the times than the music industry. If the music industry is happy with DRM digital audio files, then I'm sure the publishing industry are equally happy with Google's copyright-theft device.
