PR From Framed Sites?

When it comes to votes, does Google consider the page that's framing another page as a vote, or the page that's being framed?

For example, let's say that [www,exampledomain,com...] has a PR7 and uses frames to load another page from a completely different domain that has a PR1.

If the PR1 site that's being framed by the PR7 site had a link to another site, would the vote count as a PR1 or PR7 for the site that's being linked to on the PR1 site?
