Created a new version of a site with a lot of backlinks

Content is the same on both, what can I do to satisfy Google?

My old site didn't have an admin backend (one of my first sites so just plain old html and ftp'ing). I had the same site built out on a php backend and on a new domain. I don't want the old domain up anymore as it has been replaceed by the new one, but the old site has over a 1000 backlinks and a PR 6, but it has the same content as the new one. I want to utilize the old site as a link to the new domain but obviously this will cause a dupl penalty.

I have heard 301 re-directs are the way to go but I've also heard they can cause penalties. There was some talk recently about a java-redirect.

Whats the best way to do this and ensure that my old domain's link to my new domain is counted as a backlink but avoids the duplicate content penalty?
